STATUTE

CHAPTER I

GENERAL PROVISIONS

§1

  1. The School’s name is Szczecin International School – Primary School.
  2. The School uses an elongate stamp with the name of the school, its address, and telephone number.
  3. The School is authorized to use abbreviation SIS and it uses its own logo.
  4. The School is a non-public entity.
  5. Education at the School is paid in congruence with terms of payment signed annually by parents.
  6. The school is granted rights of a public school, educating children and youth in a six-year cycle, on the daily basis. The School runs moreover, a “0” class and a kindergarten.
  7. The School is based in the city of Szczecin.
  8. Pedagogical supervision over the school is exercised by the West Pomeranian School Superintendent.

 

CHAPTER II

GOALS AND DUTIES OF THE SCHOOL

§2

The primary goal is a child’s best interest. The School realizes the goal through:

  1. Creation of optimal conditions for pupils to ensure their mental, ethical, moral and physical development, respecting, however, their autonomy, dignity, and freedom of thoughts and religion.
  2. Ensuring tutelage and protection at School during organized curricular and extracurricular activities.
  3. Enabling the pupil to get knowledge and skills needed to pass a test after finishing 6th grade
  4. Assessment, classification and promotion of pupils
  5. Creation of conditions for creative development of pupils, cognitive, social, artistic, sports and tourist interests.
  6. Creation of conditions for acquiring proper experience in social interaction among peers, focusing especially on international integration.
  7. Continuous contact with parents – issuing a news letter which will be passed on to parents on every Friday
  8. Teaching and tuition in congruence with rules of methodology of teaching, legal regulations, and ideas encompassed in The Universal Declaration of Human Rights, Declaration of the Rights of the Child, Convention on the Rights of the Child.


CHAPTER III

SCHOOL ADMINISTRATION

§3

  1. The administrative organ of the School is SIS Spółka z o. o. based in Szczecin, Mickiewicza 49 Street, hereinafter referred to as SIS Sp. z o.o.
  2. In all instances related to performing duties of the administrative organ, SIS is represented by the President of the Company or his/her proxy.
  3. The duties of SIS Sp. z o.o. encompass: ensuring premises, administration and personnel for proper functioning of the school as well as life and health security of its employees and pupils.
  4. SIS SP. Z O.O. is due to keep proper financial and personnel documentation.
  5. SIS SP. Z O.O. is entitled to take financial, personnel, and administrative decisions, as well as to administer the School property, and especially:
    a.    To approve the statute and its prospective changes,
    b.    To determine the tuition fee and other tuition charges, as well as employees remuneration,
    c.    To approve a preliminary budget,
    d.    To appoint and dismiss the School Headmaster,
    e.    To employ Teachers and remaining personnel of the School, as well as grant financial rewards to employees,
    f.    To approve The School Organization Chart.

 

CHAPTER IV

SCHOOL BODIES AND THEIR DUTIES

§4

  1. The bodies of the School are:
    a.    Headmaster,
    b.    Teachers Council,
    c.    Students Council – as long as it is appointed,
    d.    School Board - as long as it is appointed.

§5

  1. The School Headmaster is appointed and dismissed by SIS SP. Z O.O. Management,
    a.    The Headmaster shall be appointed no later than on the last day of a previous academic year for the following year.
    b.    The Headmaster can be dismissed by SIS SP. Z O.O. Management within the term of his office in case of fatal negligence of his duties, acting to the detriment of SIS or other reasons determined by the regulations of Labour Code.
  2. Headmaster’s duties comprise:
    a.    Formulation of documents concerning The School administration and programme,
    b.    Preparation of teachers’ and other pedagogical staff range of duties,
    c.    Selection of pedagogical staff and application for their employment,
    d.    Children supervision and ensuring their education and work security and hygiene, protection from abuse, addiction and demoralisation as well as instances of social pathology,
    e.    Pedagogical supervision over teachers as well as control over the remaining staff,
    f.    Detailed internal assessment system preparation and its realisation, after the Managing Organ and Teachers Council approval,
    g.    Care for the entrusted property and realisation of fire regulations and sanitary regulations,
    h.    Application to the President of the Company for funds for development of The School material and technical base,
    i.    Realisation of amendments of SIS SP. Z O.O. Management,
    j.    Formulation of The School Regulations.
  3. Headmaster is entitled to:
    a.    Accepting and dismissing pupils from school,
    b.    Application to employ or dismiss School employees,
    c.    Outside representation of the School,
    d.    Organisation of employees’ professional qualifications promotion, as well as methodological consulting.
  4. Headmaster is liable to SIS SP. Z O.O. Management for:
    a.    Proper realisation of the School basic programme and its results,
    b.    School functioning in congruence to the regulations of Education Law and the hereto statute,
    c.    Ensuring proper supervision to children at school,
    d.    Proper realisation of the budget granted,
    e.    Proper keeping and storage of the course of education documents, as well as the registered forms and stamps.

§6

  1. Teachers Council is constituted of all pedagogical staff, regardless of how long they work with the School and what is their work time scope,
  2. The Chairperson of the Teachers Council is the Headmaster.
  3. Invited guests may take part in the Teachers Council sittings, serving as consulting bodies.
  4. Teachers Council resolutions shall normally be passed by a majority vote, in presence of minimum fifty percent of the members of the Council.
  5. Teachers Council shall set Regulations of its activities, and its sittings shall be minuted.
  6. Teachers Council members are obliged to conceal any instance, which might violate the good of pupils, parents, teachers or other staff members, or the School’s good reputation.
  7. Teachers Council members are authorised to:
    a.    Approve the School work schedules
    b.    Approve students’ results of education process, classify and promote them,
    c.    Pass a resolution to cross out a student, from the School enrolment list, in pedagogical cases,
    d.    Adopt draft resolutions on innovations and pedagogical experiments, with  SIS SP. Z O.O. Management approval.
  8. Teachers Council is entitled to assess:
    a.    School organisation chart,
    b.    Weekly timetable,
    c.    Internal students’ assessment and promotion system.
  9. Teachers Council is entitled to bring forward motions concerning any instances of functioning of the School.

§7

  1. Students Council is a collective body, composed of all pupils of the School.
  2. The structure and election rules of the Students Council organs and its rules of conduct shall be determined in the set of Regulations prepared by the Teachers Council.
  3. Students Council is authorised to bring forward motions and opinions concerning any School matter, and especially the instances applying to realisation of basic students’ rights, such as:
    a.    The right to acquaint with the contents of a teaching programme,
    b.    The right to unconcealed assessment of educational process and conduct,
    c.    The right to organise cultural, educational and entertainment enterprise, corresponding to individual needs and capabilities, with the Headmaster’s consideration and consent,
    d.    The right to issue a school periodical,
    e.    The right to recommend pupils for distinctions and awards granted at school.

§8

  1. School Board is a governing body appointed on a general assembly of all parents.
  2. School Board is composed of:
    a.    School Headmaster,
    b.    Representative of the Managing Organ,
    c.    Teachers’ Representatives,
    d.    Individual nationalities Parents’ Representatives
    e.    Pupils’ Representative
  3. School Board is a consulting and supporting body for the school management.
  4. School Board sittings shall take place twice in a semester, which makes it four times in a school year.
  5. School Board shall create its own Regulations, and its sittings shall be minuted.
  6. School Board resolutions shall be considered in the decisions taken by the School management.
  7. School Board passes motions in vote.
  8. Personal changes in The Board structure may be raised on parents general assembly.

 

CHAPTER V

SCHOOL ORGANISATION

§9

The binding document is the minimum curriculum approved by The Ministry of Education for Primary School extended by the International Primary Curriculum (IPC).

§10

  1. Teaching programme at School is based on the binding basic framework approved by The Ministry of Education for primary school and extended by the IPC programme.
  2. The School ensures realisation of a minimum curriculum extended by bilingual teaching (English language), and extension of the programme by: German, Danish, and French languages for foreign pupils.

§11

  1. The basic school unit is a class.
  2. The School can organise classes, which shall realise bilingual teaching programme (with English as the language of instruction).
  3. Basic forms of educational activity of the School are obligatory in-class lessons.
  4. There is a possibility, that a class is divided in smaller groups. Minimum number of pupils in a group is 1 and maximum is 10.

§12

  1. School year is divided into two semesters. The first semester begins on 1st September, and finishes in the last week of January, the second semester begins in first week of February and finishes in the last week of June. Holidays and additional days free from schooling shall be scheduled on individual basis. Classes finish in the last week of June. Mid-year classification shall proceed in the month of January.
  2. Lessons are carried out in a class system. Maximum number of pupils in class should not exceed 15.
  3. The School can realise its classes outside the School premises as well.
  4. Classes are organised in a block system – one block lasts 80 min,
  5. Pupils of each single class shall have an appointed tutor.
  6. The school ensures supervision and educational activities for all children from 8:20 to 15:30.
  7. The School may carry out its activities with incomplete school class structure.
  8. The school has its internal grading, assessment and promotion system as well as its examination and testing system created on the basis of a resolution on rules of grading, assessing and promoting, examination and testing of pupils. The IGS constitutes an integral part of the Statute in the form of its appendix.
  9. Educational requirements and detailed grading criteria for each individual subject are included in an individual Subject Grading System which is presented to pupils at the beginning of each school year by individual subject teachers.
  10. Religion/ethics classes are organised on parents or pupils request

 

CHAPTER VI   

RIGHTS AND DUTIES OF EMPLOYEES AND PUPILS

§13

  1. Teachers and the remaining personnel are employed on the basis of employment contract or civil contract and dismissed in line with general provisions of the Labour Code by SIS SP. Z O.O. Management.
  2. Didactical working hours for teachers are determined by the Headmaster.
  3. Within its financial resources, the Managing Organ is entitled to create new positions of Vice-directors or other.
  4. A teacher is obliged to fulfil other tasks commissioned by a Headmaster, related to organisation of educational process.
  5. A teacher is due to:
    a.    Fulfil educational,  and supervisory tasks in the assigned classes, in congruence to their best will and knowledge, as well as realise the tasks assigned in the School Work Schedule,
    b.    Ensure security of the pupils commended during classes organised at School and by the School,
    c.    Formulate a teaching programmes of individual subjects,
    d.    Formulate the subject grading criteria and inform pupils at the beginning of the school year about them in line with the Subject Grading System, as well as inform about educational requirements resulting from the planned teaching programme.
    e.    Demand from students knowledge and skills resulting from the realised teaching programme and do not go below a set minimum in educational requirements.
    f.    Assess pupils by recognition of their level and progress in acquisition of skills and knowledge, in relation to requirements of the teaching programme, as well as evaluate them.
    g.    Increase one’s professional skills
    h.    A tutor at the beginning of a school year informs pupils and parents (guardians) about the Internal Grading System and grading criteria in behaviour appraisal.
    i.    A month prior to the planned classifying, mid-year and closing sittings of the grading Teachers Council, all pupils and parents (guardians) shall be notified about the anticipated grades, including failure grades, and in relation to the last instance a written confirmation  from shall be required.
  6. Teachers are entitled to:
    a.    Prepare and introduce individual teaching programmes with the Headmaster’s consent,
    b.    Co-decide in choice of course books, other teaching materials and methods of teaching,
    c.    Evaluation of pupils in line with their progress and conduct, as well as the rules of appraisal determined by the Ministry of Education and IPC.
  7. Teachers are accountable for:
    a.    Level of education results of the commended pupils (adequately to abilities of individual pupils),
    b.    Security of the pupils commended at School and during classes organised by the School, as well as accidents resulting from negligence of the teachers duties in this matter.

§14

  1. Pupils of the “0” and “I” grade (year) shall be admitted on the basis of an interview inquiring for school maturity and payment of the tuition fee imposed by the School founding organ.
  2. Pupils of “II”-“IV” grades shall be admitted on the basis of graduation certificates of a lower class, congruent with the teaching program, grade and tuition payment as above in p.1. Parents or guardians shall fill in an enrolment form and financial liability statement.
  3. Recruitment system for a given school year is determined by the Headmaster
  4. A pupil may be crossed out from the School enrolment list by the decision of the Headmaster and the Teachers Council in the following instances:
    a.    Material breach of the School duties
    b.    Notorious non-compliance with the School Statute and Regulations
    c.    Outstandingly aggressive behaviour towards the School employees or other pupils (usage of offensive and vulgar language, use of physical violence against other pupil),
    d.    Evoking negative opinions at School, resulting from improper conduct of the pupil (rowdy behaviour in public places, physical or psychical abuse of colleagues),
    e.    Damaging of the School or other pupils’ possession,
    f.    Non-educational reasons – failure to pay binding fees.
  5. Appellation process.
    a.    In an instance of pedagogical reasons for pupils dismissal from school appellation should be addressed to the School Superintendent, whereas in an instance of non-educational reason parents or legal custodians should address appellation to SIS SP. z o.o. Management.
    b.    In both instances of pedagogical and non-pedagogical reasons of pupils dismissal, enrolment and tuition fees shall not be reimbursed.
  6. Pupils are entitled to:
    a.    Establish a Students Council,
    b.    Proper organisation of their education process in line with the rules of mental work hygiene.
    c.    Protection and respect of their dignity, despite their education results,
    d.    Support in case of hardship,
    e.    Unconcealed and evaluated assessment.
  7. Pupils are due to:
    a.    Conform to the provisions of the Statute,
    b.    Participate systematically and actively in classes and school live,
    c.    Systematically prepare for classes and observe the deadlines for written papers and projects
    d.    Present a written excuse for absence in classes
    e.    Address teachers, school workers and other pupils in a proper way
    f.    Observe the regulations for using mobile phones and other electronic equipment at school;
    g.    Comply to the norms of social intercourse including stately School representation,
    h.    Preserve their life, health and hygiene,
    i.    Regard school property.

 

CHAPTER VII

WAYS OF GETTING FINANCING RESOURCES FOR SCHOOL ACTIVITY

§15

  1. The School if financed from:
    a.    Enrolment and tuition fees (unless agreed otherwise)
    b.    Donations by the way of the Public School Rights exercise.
  2. Further financial resources can be gained from taxes written off and donations from legal and natural entities.

 

CHAPTER VIII

FINAL PROVISIONS

§16

Any alterations hereto, or decisions concerning liquidation of the School and its Kindergarten Division are within competence of SIS SP. Z O.O. Management.

§17

The statute is effective as of 1st January 2009.
