»STATUTE OF THE SIS SCHOOL COUNCIL

§1. Procedures for the elections

   1. The School Council consists of pupils from the Primary classes P4 and P5, the Middle Years classes M1 to M4 and the Diploma classes D1 to D3.
  
   2. The School Council consists of representatives chosen by the pupils in free elections . The composition of the School Council is as follows:
      a. a president,
      b. a vice-president or co-president
      c. two class representatives from each class from P5 to D3.

   3. The elections of class representatives are carried out individually in each class supervised by the form teacher.
Class representatives  are elected for one school year until the next elections of class representatives.

   4. The elections of the president and the vice-/co-president are secret and by name.  They take place a month after the new school year has started (October). All pupils can suggest candidates for the function as president or vice-/co-president from the classes M4 to D2.  Pupils from M4 to D2 can also announce their candidature themselves. Pupils who do announce their candidature are obliged to provide an election campaign in the school  in order to make the voter aware of their programme. The election campaign has to finish on the election day as soon as lessons start in the morning.
Candidates can build teams clearly stating who runs for the function of president and who for the vice-/co-president.  The team with the most votes will be announced as president and vice-/co-president.
If there are no teams the voters choose among the given candidates. The two candidates with the majority of votes will be announced as president and vice-/co-president of the School Council.

   5. The legislative period of the School Council begins in October and lasts until the next elections. Three weeks at the latest after the elections the School Council has to present their yearly programme to the school community. The School Council is obliged to follow this programme and to give  a report concerning its  implementation at the end of the legislative period.

   6. On the first meeting the School Council chooses amongst their members a treasurer and a secretary.
The treasurer is responsible for the accountancy of any money collected by the School Council in order to implement the programme. The treasurer is supervised by the School Council supervisor.
The secretary takes the minutes of all School Council meetings and is responsible for handing out at least one copy of the minutes to each class within two days after the meeting the latest.

   7. The School Council can be dismissed as a result of a referendum with 2/3 of the votes of all pupils from P5 to D3 if the school council’s activities are not in accordance with the given programme. A new School Council has to be built within two weeks.

§2. Procedures for the School Council’s work

   1. The School Council’s work is supervised by the School Council supervisor and the Middle Years’ coordinator. 

   2. The School Council meets once a month. The date of the  next meeting is  announced at the current meeting. The meetings can also be called by the  supervisor or the presidents if necessary.

   3. Participation in the School Council meetings is compulsory for all members. If a member of the School Council can not be present he/she has to give a letter of explanation to the supervisor.  If a member is absent  without explanation there will be the following consequences:
      a. First time: the pupil will be reprimanded.
      b. Second time: the pupil will have to explain to his/her class why he/she did not represent the class in the School Council
      c. Third time: the pupil will lose his/ her function as a class representative and the behaviour grade will be lowered. A new class representative must be elected.

   4. Before each meeting class representatives can hand in their topics for the agenda to the president or vice-/co-president. The president and vice-/co-president work out an agenda based on the suggestions of the class representatives and hand it out before the meeting  so that the pupils can discuss it in their class and prepare for the meeting.

   5. During the meetings every class representative has the opportunity to speak one after another.  Discussions are held in a respectful way to every member and according to general conversation rules. Decisions are made with a majority of votes (quorum).

   6. At each meeting minutes are taken. The minutes must contain: date, list of attendance, the topics, results and decisions, signature of the secretary and one supervisor.

   7. The School Council has the opportunity to present ideas on the school’s website in agreement with the supervisor.

§3. Rights and duties of the School Council

   1. The rights and duties of the School Council result from the SIS Statute and the handbook of Szczecin International School
According to the Statute: §4, §7, §14.5, 6 (Middle School), §14.6,7 (Primary, Diploma)

   2.  Function and activities of the School Council:
      The School Council takes care that
         a. the school’s statute and rules are followed by all members of the school community,
         b. the pupils are represented outside of school,
         c. pupils are supported in conflict situations,
         d. they help and take over the organization of all activities on school premises.

The School Council is obliged to take care of what is best for the pupils taking into account what is best for the school.

   3. Awards
The School Council has the right to nominate pupils who should be awarded for their special commitment in school and they can suggest the way pupils  could be awarded.

   4.  Suggestions by the School Council can be ignored if they do not correspond with the school's statute or the school's handbook  or if they exceed the competence of the School Council.

   5. The School Council can change its statute according to the school's statute and the handbook with at least 50% of the members' votes.
